Small patch update

Hi everyone here is a small update on some of the work that was done the last week based on your feedback and bug reporting.
Remember you can join this public beta by going to game properties/betas and selecting the Beta Patch.
Also I'm off to games com tomorrow, so until Friday updates will be absent as I am away.
So here is the change-list, some persistent and annoying issues in this got fixed;) In no particular order.

[*] Victory conditions and combat start conditions completely reworked (combat and post combat rewards should show every time and more accurately than before)
[*] Removed upgrade prompt for harbors and other objects that can never be upgraded (in the top left), now can only appear for base towers wood and stone.
[*] WASD panning jitters and fps independence improved
[*] refresh rates below or equal to 30hz will be attempted to set to 60hz
[*] all ships have wakesplash fx, (pretty)
[*] all ships have their steampaddles tied to actual speed, (pretty)
[*] When fast traveling on the map the button changes to close map so you can quickly exit
[*]the cursor can now click on or near the surveyor to reset /stop the surveyor (somehow this feels a lot less janky
[*] The cursor is visible if you hover over a tower base itself (upgrade and adding floors)
[*] blue particles fixed
[*] fortresses now trigger combat state

As you can tell there were some changes to how the cursor, camera and panning works. things should be snappier and more consistent across framerates, be good to hear how you all are experiencing those.
