Settings & Colorblind mode patch

The game finally has a settings menu! I'll explain what these settings do below:
-BGM volume: lets you alter the in-game volume of background music and music effects (item pickup jingles)
-SFX volume: lets you alter the in-game volume of sound effects
-Fullscreen: lets you toggle fullscreen on and off (this can still be done with the F8 key)
-Default Movement: lets you set either RUN or WALK to be the default movement for Niko, and holding the Shift key lets you use the other movement type
-Colorblind Mode: lets you toggle colorblind mode. When activated, 2 puzzles are modified slightly to be easier for colorblind players to solve
-Frameskip: lets you toggle frameskip off and on. If you are having issues where the game is dropping too many frames/seems too laggy, you will probably want to turn frameskip off
-Configure Controls: doesn't actually do anything, just here to remind you that you can rebind the controls with the F1 key
Other changes that are in this patch:
-Game should no longer crash for some users when minimized or hidden
-Niko will now mention gas events are too tall if using bottle of pond water
-Can no longer save in final elevator (to prevent softlocking the game here), instead game autosaves right before and right after
-Can no longer get trapped by fisherman npc in glen
-Game will retry to put "important files" where they need to go when relaunching game near the end, which should fix issue of users not being able to find said files where they're supposed to be
-Minor map fixes
-Minor dialogue fixes
-Disabled opening both menus simultaneously when walking
-Handled error that occurs if you have the journal open when the game tries to copy it
-Put in condition to prevent "Niko is uneasy" infinite loop bug
