Heroes
The characters of Dune now walk the sands of Arrakis. After reaching 10k Hegemony, each faction can choose between 2 heroes to recruit as an unit that will influence their whole military strategy:

House Atreides: Duncan Idaho or Gurney Halleck
House Harkonnen: Glossu Rabban or Iakin Nefud
The Fremen: Chani Kynes or Otheym
House Corrino: Wensicia Corrino or Captain Aramsham
The Smugglers: Drisq or Bannerjee
House Ecaz: Whitmore Bludd or Ilesa Ecaz
When your hero dies in battle, you’ll be able to bring them back as a Ghola, if you’re willing to pay the cost to both your bank account and your reputation.
New councillors
Heroes that were previously councilors have been replaced by two new councilors per faction:

House Atreides: Dr. Wellington Yueh and Young Paul Atreides
House Harkonnen: Umman Kudu and Cron Vatia
The Smugglers: Lashon Hara and Stakkanov
The Fremen: Jamis and Shimoom
House Corrino: Mother Helen Gaius Mohiam and Zum Garon
House Ecaz: Rivvy Dinari and Ibbo Vipp

Combat Rework

Combat systems have been reworked with an emphasis on making army composition deeper and more diverse, with every unit having a role to play, without increasing the need to micromanage too much.
Units have a more diverse range of armor values. Armor can no longer be shredded, but every faction has a unit that reduces armor value by a flat amount, as well as a unit made to kill high-armored opponents.
To increase diversity, units now have different attack speeds, and Elite units are available earlier in the game, at 5k hegemony. Gear are also more specialized and easier to access: they are free to install and only cost Solari to remove or swap.
To increase the strategic possibilities, both on the offense and defense, it is now possible to change the position your units appear on the map by placing a Rally Point anywhere within Airfield range. The Fremen use allied sietches that have not been pillaged to place their Rally Point.
To accommodate those changes, almost all units' stats, traits and gear have been changed, as well as many military buildings, development and operation.

Stealth Rework

We’ve made Stealth a more powerful, advanced mechanic.
Stealthy units are no longer detected by everything. They will often remain hidden until their first strike in combat. To detect a stealthy unit before they strike, you will have to rely on Probe Setup, a new village building called Monitoring Station, or a rare Gear or Hero effect.
On the other hand, most units are no longer stealth as a base effect. Most but not all of the units that were previously stealthy have a gear that grants the effect. It can otherwise be granted by some faction’s spying operation, development, or heroes.

Intel Mini-Rework
To make intel, operation and faction infiltration more valuable we removed the production of 1 intel per non-faction information field. We also restricted Data Center to regions neighboring an enemy, like the Listening Post, and reworked the Observatory Mountain special region: it allows you to build both Data Center and Listening Post without constraint and increase their production by 50%.
House Vernius of Ix
House Vernius of Ix can appear as an opposing faction in every game mode.
